Context

The Passeport Mobilité Études program funds mobility for students from French overseas territories who study elsewhere because their program isn't available locally. To qualify, the student must provide a certificate of non-existent program of study issued by the University of French Guiana — a request previously handled manually by the student guidance office (DOSIP).

Problem

Students based in French Guiana who continue their studies elsewhere, because the program they need isn't offered locally, must obtain an official certificate from the university. The process was handled manually, with no visibility into progress or timelines.

A fully online platform: the student creates an account, submits their request with supporting documents, tracks processing in real time, and receives an officially signed certificate by email and in their personal space.

PHP web application hosted on the university's infrastructure, with a SQL database, signed PDF certificate generation, and automated email notifications at every status change.

Technical choices

The tech stack matches the university's internal hosting to simplify operation and maintenance. The certificate is generated as a signed official document, emailed and permanently available in the student's personal space.

Challenges

The main challenge was reliability end to end: verifying supporting documents, clear case statuses, systematic notifications, and issuing a document that holds up as an official record — all while keeping it simple for students who only go through this process once.

Outcomes

The process moved from an in-person counter to fully online: students submit and track their request remotely, staff process cases in a dedicated tool, and the signed certificate is issued in about 7 business days after validation.
